Director, Municipal Energy Office
at City of Philadelphia (Anywhere)
The primary responsibilities of this position include managing the procurement of electricity for the City of Philadelphia and developing policy related to use of renewable energy and developing demand management programs. The position reports to the Deputy Mayor for Transportation and Utilities, supervises one analyst and works closely
with multiple departments.
Main Responsibilities
• Lead the procurement of electricity for the City of Philadelphia, managing electricity advisory consultants.
• Formulate policy and programs to advance alternative energy use by City of Philadelphia
• Manage relationships with utilities and energy vendors including PGW, PECO, TRIGEN and Hess.
• Assist with the creation of an Energy Procurement Advisory Group.
• Evaluate electric and gas accounts to determine if they are on the most favorable tariffs, and maintain the Municipal Energy Office rate models.
• Manage the utility bill reconciliation/audit process, including coordination with facility managers and utility company officials.
• Initiate energy cost savings feasibility studies with City Departments, either independently or with the assistance of consultants.
• Advise the Capital Program Office, Procurement Department and Mayor’s Office of Sustainability on current energy efficiency standards and practices. Participate in the design review of major capital projects to ensure they incorporate cost effective energy conservation measures.
Training and Experience
Position requires an undergraduate degree, with a minimum of three years of work experience in energy management in multi-facility environments. Special consideration will be given to candidates with strong backgrounds in electricity procurement, energy audits and energy modeling, and consultant management. In-depth knowledge of utility tariffs is essential.
